In a previous iteration of this problem, section 2.3.1 was 2 columns but an empty column was then added to section 2.1. Also, ordinary spaces have dynamic width, so the indent may change when you alter text size (width of a space changes with cell format, but surprisingly also onscreen when zooming the view!) If that is the only useable solution, I am quite sure that you need to use a fixed width font to achieve something acceptable. Leading spaces will be part of the cell content, which can make searching, validation and lookups flaky.
